I don't think Brandt's scepticism was quite as justified as he thought it was.
FWIW it is mostly the weight of the valve that throws the balance off; changing from Brass to Al for the valve stem ought to help, saving 1.5-2g, and typically reducing any imbalance by a similar amount. Whilst tyres and tubes can be manufactured with other types of 'heavy spot' the valve remains the chief worry, followed by the rim joint.
It occurs to me that the weight of a typical valve can be counteracted by substitution of a few Brass nipples for Al ones instead, albeit that they might need special treatment to keep from seizing up.

I spun my wheel up whilst the frame was held loosely in the bike stand to see what would happen. Actually not very much to my surprise - negligible oscillations- so Im leaving everything as it is.
