A saddlebag should be supported or it will become a sagglebag as described by Ratatouille.
So, keep your rear carrier to provide some support for underneath the bag and then you still have a mounting place for the light. If your frame is large, or your saddle high, so the bag will not be supported by the rear carrier, then use something like a Bagman support and fit your light to that using a bracket such as the ESGE one from SJS http://www.sjscycles.co.uk/product-SKS- ... et-575.htm

I'd issue a serious health warning about having your only light attached to a bag - bags sag, move around and the contents can shift your intended positioning.
Me - I'm a bit 'extreme' when it comes to rear lights
I've got one on the rear carrier, and a Smart on each rear stay, plus a dynamo powered light on the mudguard (which is frankly not much more than a glimmer). It's only in pitch darkness that I'd use all of these!

As it happens - I do have my only functioning rearlight on the bag loop: but the bag is now a topeak wedge instead of the carradice, and holds its shape well - and the light definitely stays pointed in the right direction (I carry a spare just in case, but the main one shows no sign of shaking loose). Admittedly a wedge bag is a bit limited in capacity.
