New 27" Wheelset

Am having a bit of trouble with a new 27" wheelset I have purchased. Last night I was trying to fit a tyre and tube to the front wheel but hard as I tried I couldnt get the tyre to sit evenly around the valve area. I deflated and re-inflated it several times, jiggled it, took the tyre off and re-mounted it but all to no avail. Still this bulge around the valve. Any ideas on reasons or remedies would be very greatly received. I am not sure if this makes a difference but I was using a secondhand tyre, albeit a good condition one? Cheers.

Probably the inner tube sitting under the tyre bead, it has a tendency to do this around the valve.

Deflate tube and push valve towards tyre, you should then be able to check if the tube is free by pushing the bead around the valve inwards, if it is free you should not be able to see it.

Thanks for that. I tried again last night and it more or less worked first time. Moral: don't attempt bike repairs when you are tired and weary :-)
