ah yes, I recall that it was always a bit dodgy around there, esp down near Round Rd, when I used to commute that way. A shop selling big bore exhausts and burberry baseball caps would have prospered there, until it was done over.

I noticed that they fixed the problem with people trying to get high readings on the Penns Lane one by building a bus shelter in front of it

Unsurprisingly, there is actually some research goes into such devices. Like measuring vehicle speeds before a sign goes live, then afterwards, and seeing what effect it has. In my time at TRRL I was told that a "too fast" sign did slow drivers down, but the "following too closely" warning seemed to have been taken as a challenge by most.

Other times I can be riding, or even driving, down the hill towards it at 30mph and cars swoop past ~20mph faster without setting it off. But you are right in that on the odd day that it seems to be functioning reasonably accurately more than half the drivers passing it still set it off

If your local Right to Ride officer is doing their job properly, report it to them. They can notify the relevant authority and get it corrected. When I was County RTR officer I did this several times and got action. To the RTR officers: Don't take a belligerent attitude, be reasonable to the Council Officers and you will get better co-operation.
