Looks fine for light touring/Audax duties. Rack and Mudguard eyes on the frame certainly not a racing steed.(IMHO)

If it was a pure racing frame it wouldn't have eye-lets.

I would be wary of buying a frame where the seller doesn't include wheels. Doesn't he say the front one is buckled? Alarm bells say the bike was crashed. So I'd only proceed if you can check the frame out in person. See if the forks/headset turn freely without stiffness in one section of the turning circle - a sure sign that the bike was probably crashedand may have a bent steerer tube. I've learnt from bitter eBay experience. I would play safe.

Frames often have eyes for guards without the space to actually fit them and those brakes look rather short reach. Might be worth asking if they're 49 or 57mm. It'll be stamped on the back. If only 49 then it's at best a de-tuned racing bike.

It's described as a "fast day tourer" which would have been supplied with rear rack and mudguards. Sounds like an Audax bike to me.
