No, but we were chatting about it in the pub yesterday evening.
There must be more to the story than just a copper doing a driver for blowing his nose. By all accounts he was stopped with the handbrake on - there must be more info. No doubt newspapers take the story to a sensational degree.

There was a story a few years ago about a woman driver being fined for biting an apple at some traffic lights.

saw an interview with him - he said that he stopped in a line of traffic, applied the hand brake, put it out of gear, reached over to the passenger side to find a tissue, blew his nose, put tissue down, then the traffic started moving, he moved off with it, only to be flagged down by the copper and charged.

Of course, they didn't put the copper's side of the story across, which could be dramatically different. After all, no one was ever guilty of what they were accused of, and the police never arrest an innocent man, etc.
