Is there anyone out there PLEASE who can tell me how to register for this years Sem Fed?
I've looked at the pages, i've translated the pages, but still i can't work out where the on line registrattion form is.

Yep, that's the correct page.
At the top is a cost summary table that updates as you proceed through the form pages ( so you cannot type anything into it ).
You need to start by clicking on the Nouvel étranger button and filling that in.
It would seem that you can only claim to be "anglaise" . . . so they obviously don't want to any scottish or welsh persons.
Mind you if I were french I'm sure that I would not understand such a detail . . . .
Royaume-Uni, Grande-Bretagne, Angleterre . . . c'est tout le même chose, hein ???

I suspect that it was a bit of a fudge, so please be tolerant and forgiving.
It would have been more appropriate to produce a list of foreign Cycle-touring Clubs to qualify the membership number entered by the applicant.
They appear to have taken some bog-standard list of nationalities, which if complete would then have meant mapping : . . . . . . . using the country equivalent . . . . . .
Angleterre = CTC
Ecosse = CTC
Pays de Galles = CTC
l'Irelande du nord = CTC
Anyway, they are all probably a bit busy getting ready for one of the world's greatest cycle rallies.

Thanks for all replies, i've found the form by following the link supplied. It's totally baffling tho. I didn't realise it would be so complicated. what are these licence no's etc they keep asking for? and what is supression? i'll keep goping and see if it gets any easier.

I am not really in a position to help much but
Start by opening the box for Etranger.
Last year we put in our CTC number for the Licence, this year we left it blank
both methods worked.

The Licence number is the membership number for FFCT - thus is only available to FFCT members.
You should be able to proceed through the screens without it.
There is a space to enter your CTC number on the "Nouvel Etranger" page.
PS. They cannot possibly check the validity of your CTC membership online but they will check your CTC membership card when you pickup your documents at Verdun. ( They need to verify you are covered by CTC third-party insurance. )
"Supression" - that would be the deletion flag or indicator. i.e. leave it alone unless you need to correct/delete something.
I saw this statement in the "Repatriation Insurance" section . . . . .
L'inscription des étrangers doit être enregistrée un mois avant le début de la SF
translates . . .
Foreigners must subscribe ( at least ) a month before the start of the SF.
At first I thought it was a showstopper for online registration, but it's position within this section seems to mean that it applies to the purchase of the repatriation insurance.
As far as I understand you don't need repatriation insurance as a citizen within the European Union.
As the online registration is still up and running I assume that you should still be able to register and participate.
