Ahead set problem, will a shin solve it?

Hi.
I have made up a bike from a Dawes frame with a traditional quill stem.
I've bought some Deda aerobars with the 1.1/8" ahead set fitting.
I then bought a quill to ahead adaptor, now the problems begin.
The inner diameter of the clamp on the aerobars is 1.1/8".
The adaptor fits firmly into the bike frame but the outer diameter of the upper part of the frame that the bars go onto is 1" or thereabouts, a rattling good fit!!!
I tried making some shims today using aluminium drinks cans but when i fitted these to the adaptor & put everything together, the handlebars turned even when tightened.
Would buying a proper 1" to 1.1/8" shim solve the problem and should I be able to tighten the bars onto the adaptor, with the shim fitted, tight enough to be safe?
Your advice is appreciated.
I could always buy a set of aerobare with a quill stem fitting as a last resort.

I expect other folk do them too. Its too much thickness to make up with can shims, you cant pack them in tight enough so the stem will nip up properly.
