From the way the OP reads the cyclists does not say he moved. If he did not how on this earth can any right minded person blame them for being hit.
Are we now at the stage of blaming stationary objects for collisions.
Yes the cyclist could have done more. He could have dismounted and stood on the pavement. One thing is clear the car was driven badly and that is where the fault lies.
