Yes, but the overshoe was invented before the clipless pedal. And new overshoes are cheaper than new shoes, which also get worn by toestraps.
In short, yes but you might need a larger toeclip to accommodate the larger bulk (I save the mucking around by having a second pair of pedals for winter riding). Main difficulty with overshoes is that new ones have the sole hole where a clipless cleat needs it so you end up with a larger hole when you extend it backwards. Look out for Sidis on Ebay.
I've also got some of the Hinault covers - can't imagine he ever used them but they work reasonably well as a solid windbreak. Main problem I found was that they would rub against the crank and flip forwards. I cut an extra slot on the inside to thread the toestrap through - this both holds the cover away and also means it no longer pivots around the existing lower fixings. Eventually I will get round to making something similar out of leathercloth or equivalent.

reference the sides rubbing and getting worn by toe straps,i've not ever had this problem, i'm assuming shoeplates are not being used, and the absolute tightening of the toestrap is something that i don't do, but in general use no wear is evident on the side of any of my shoe covers, the problem is the constant pressure on the pedal cage cutting and wearing away the bottom sole area.. will

Ah of course. It's so long since I used toestraps (for their intended purpose) quote]
Now we could have a whole thread about the numerous unintended purpose of the leather toe clip strap a versatile design classic if ever there was one. I have two on my Brompton bag so I can sling an additional overnight bag across the top like a hunting trophy.
