double yellow lines

What are the guidelines (law ?) for the laying down of DY lines on a main (A) road near the city centre?

Does it take into account the rate of flow of traffic?

The number of parked cars ( on a stretch or road where they should not be parked anyway)?

What is the process to go about varying the status of yellow lines on a road

Every yellow line scheme is separately authorised under a traffic regulation order AKA TRO made by the traffic authority for the road in question. These are made under the Road Traffic Regulation Act, 1984, and off the top of my head it's under sections 5 and 8 (I think sec 8 is for London and sec 5 is for out here in the sticks.) There is a fair bit more in that act saying what issues have to be considered, who has to be consulted and so on. I think the only procedure for changing the effect of a TRO is to make another superseding the original one.

That's the law. As for the almost inevitable guidelines, can I have a question on sport?

I've found this about TRO's

It's just a general guide about how they are planned and implemented. Nothing about how you can get one varied, but I think the main point is that as the traffic authority will have consulted before the order was made, they will not rush to change it unless things are generally not working.

Sorry there's nothing about the technical side of deciding when to regulate parking. I have a suspicion that you may be crediting the system with more science than is actually involved.
