Minimal rise saddle setup.

Does anyone know of a way of setting up a saddle to give a very low rise above the seat collar? I'm thinking of purchasing a second tandem. My stoker is a bit small at the moment, but growing rapidly! I've got my eye on a frame that will be at about the upper size limit for her. Has anybody any experience of older style saddle clamps? The seller has used one of these to gain a bit extra drop on the seatpost. Obviously if the frame is massively oversize, it's pointless, but I'd appreciate any advice. Thanks.
