How about asking the local bike shop have a go? I'm sure there is one somewhere near you and they probably will not charge the earth.

Soak it in Plus Gas then try tapping it round with a hammer & punch. Another one is a kettle of boiling water, followed by a bucket of ice water, the rapid expansion/contraction sometimes breaks the seizure. The bike shop will put the tool in a vise then sit the frame on it & turn the frame - more leverage. Good luck.

Daft question, but are you sure it's a British thread?
Italian threads run the other way.
Is yours an Italian frame?

Only on the drive side.

Good point - they are both right hand thread. Sorry if being sloppy led to another hour of grunting in the garage!

Errmm…… You did say you were undoing the NON-drive side LEFT hand thread??
Try the other way. On British BBs, non-drive side (with the lockring) is Right-hand thread; drive side (fixed cup) is LHT.
But if it's French or Italian, both sides are RHT. So either way, the non-drive side comes out RHT.

You are undoing it the correct way. However the last idea may work as sometimes tightening a bit can break the 'weld'. Also if you are trying something a bit destructive you can try tightening first to break the rust and you will still have some sort of shoulder to get a grip of when you undo.
If you are willing to throw the BB away in the end and have access to a welder then you can put a circle of weld following the circle of the part of the bottom bracket cartridge or cup screwed inside the bikes bottom bracket..
This will give the rusted threads a thermal shock and give you something to get a grip on. Also when the weld cools it will contract and help to pull the two apart.
while trying to undo a car suspension strut I welded a car bumper to the lockring in order to get enough leverage. I still had to use a 2lb hammer to shock it.
Try using lots of easing oil and TIME for it to penetrate first.
