The forum clock can be changed by the user.
User Control Panel --> Board Preferences --> My timezone

I've installed the "Automatic Daylight Savings" modification for the Forum software, so timezones are now specified for each user with a city name (e.g. Europe/London). This means phpBB3 can set the time display using the Linux timezone database, which is aware of daylight savings time changes in every timezone.
