eBay has a large assortment of headset spanners.
You could always file out one if it's not quite wide enough.

Get a 12" adjustable and hacksaw the top off the worm which opens the jaws. (old pit trick, it'll open all the way out then).

Hi,
Another way is to buy some pipe grips (lidl had these just last week ) "GS Tools" are first rate
Then cover the jaws with some heavy duty sticky tape, practice on an old nut, so you dont grunch up the good one

Believe it or not "Chrome Vanadium" spanner material can be filled with a good metal file

So you could also file burrs etc, off tools, not cutters though.
