I suspect the most likely reason is an unregistered car being driven on trade plates which the driver had just put on the top of the dashboard/ parcel shelf, rather than displaying them correctly. I think, but I'm not sure, that a car would have to be actually in use by the Queen to avoid the need for reg plates. In other words, all the royal motors will be registered, no doubt with some secrecy for security reasons, but the plates will not be on one being used to carry the Queen. It's in the same league as the protocol for flying the Royal Standard and flags more generally on royal palaces. Something for the commentators to comment on during the long periods when they have nothing else to say on these occasions.
