I have a Specialized helmet, and I can get new pads and straps. It also comes apart easily ie the straps and buckles come off and the pads are held on with velcro.
I was the bits and pieces regularly.
As for replacing it - no way!

My cycle helmet was made in 2000. On average since then I maybe wore it twice per month so it hasn't had 5yrs of daily use.
The pads do need replaced, but unfortunately the helmet, a Met 'bad boy' may no longer be made and so pads I buy may not fit well.
