Probably been asked loads of times but here goes. Reasonably priced to cheapo longs for cold weather commutes?
Can't do tights/bibs etc so need something which narrows at the ankle but has a bit of wriggle room elsewhere.
Not bothered about waterproof.

I have some 3/4 Altura 'Attack' shorts. Very tough waterproofs.

I have some Altura winter Cruisers, which are quite baggy but I don't like riding in them. They aren't close fitting round the ankle and I find the cold wind blows up you trouser leg unless you tuck them into your socks. Other than that they are fine and a bit less specialist looking than tight lycra.

Years ago I used to wear "Tudor Sport" bottoms which have an ankle zip and some ribbed material rund the ankle. Again, not too tight and I understand they are still made.

These days I just wear Roubaix Lycra bottoms and put up with the nudges and stares when arrive at work :D .

As it turns chillier I usually don my Humvees with a pair of Nike jogging tights underneath, when the Humvees are in the wash I usually wear my favourite stretch jeans. Been using these for the last three years, they are just about broken in now.

Another vote for hiking trousers. The Lidl ones are good. Slightly rain-resistant, and they dry off quickly. I bought a pair in spring that are zip-off, and a £10 pair yesterday that are double-layer so quite warm. True, the seams are in the wrong place (in the centre of the crotch), but I don't find that obtrusive.
