You could also consider a 2nd hand MTB frame. You can get a high-quality steel or titanium non-disc rigid frame very cheaply. I think I paid £30 for my M-Trax titanium frame, then built a bike onto it.
Thank you. It cost me around £500 all in not including bags, and that is with XT gears & brakes, and a handbuilt wheelset on LX hubs from Spa. I already owned the saddle, rear rack and Time pedals. Frame, forks, headset, stem and seatpost came together for £30 off Retrobike. Bars were a cheapo Ebay special. Shifters, derailleurs, brake levers and purple bottle cage from Retrobike. Almost everything else (inc. Schwalbe Marathons) from Spa.
