Cheap Small Waterproof Pannier Bag

I've got an Ortleib bag which I use for commuting but I want something smaller and cheaper for day rides. I've seen 16L Outer Edge bags on Ebay for around £20. Durability isn't a big issue as I'm not planning on using them that often. What else should I look at?

Just so you know - Altura Fuse Waterproof panniers - aren't!
I replaced a brand new one thinking it was a one off when it let the rain in at the bottom only to find the replacement did exactly the same.
It seems that fully waterproof means a heavy bag - light weight like these Altura bags will let some water in - unless someone knows different.

I plan to ride using the bag in the summer so it won't be raining ( :lol: ) Will only have food and spare clothing it the bag. The Atura Arc is already heading south from Edinburgh so it's too late to change my mind. Will hopefully christen it in Coombe Down tunnel next weekend.
