Sticky backed foil.

I recently bought a second hand pannier and in it was a wrap of sticky backed, thick aluminium foil, carefully folded. I am guessing it has some kind of use on a bike - perhaps to do with punctures? Anyone got any thoughts...

Nope. The previous owner made doll's houses and is wondering where that sheet of bathroom mirror went.

I sold a bike once and I'd left a model aircraft glowplug in the seat pack. The new owner strippd the bike to find the hidden engine. :D

Foil can bypass the security barriers and RFID chips on high value products in shops and foil lined bags are favoured by shoplifters.

Sounds like speed tape. Modern pop can thickness? Used it in the military for covering non structural holes in aircraft. Duct tapes big, double dead hard brother
