I am confused about this. Is a 100mm stem with 10degress approximately 95mm or is it an actual 100mm ie. do stem manufacturers adjust the lenght for the angle?

No a 100mm stem is 100mm middle to middle, regardless of angle.

Ah! but if you have a 100mm 0 deg stem, and a 100 17deg stem the reach will differ. IIRC my 110mm 0deg is approx 5mm longer than a 110mm 17deg when the stem is flipped upward. Likewise a 110mm stem 0 deg, will loose 5mm reach for every 5mm height spacer increment.

The stem itself isn't any longer when you flip it, but your reach will indeed change.
