I've yet to find a tyre that rides rougher at less than maximum TP,that said I've not tried Delta Cruisers but looking at Schwalbe's site they seem to be a lightly treaded slick(ish)type tyre,so it puzzles me that they have the characteristics you mention.

Like you, I'm a bit puzzled by their behaviour compared to other tyres I've used recently (M+, Nimbus Armadillo, Eurotrekker PP, City Jet). I suspect it might be that the tyre sides flex a lot more than the Marathons even at full pressure and if they're run soft, they spring a bit too much and magnify all the small lumps of the road, maybe while damping big lumps better. I lack the equipment (rolling road and slow-mo camera?) needed to observe what the heck's going on and I've not tried other tyres from Schwalbe's Active Line range which I think have similar sides.
