Dahon folder question

Does anyone know what the bit in the pic is for? It's on my 2009/10 Dahon Mu XL Sport folding bike and sits on the lower part of the steerer. Luggage? It's NOT used for folding purposes, I know that much. Tried the Dahon US website, no luck.

That's the male bit, there's should be a female bit to it where it clips into when folded.

My Dahon had a neodynium magnet to hold it together.

It could also be something to which a thick rubber band with holes in it clips into. Terns have such a band that helps them to stay folded.

I think there is supposed to be a plastic thing under the frame tube that it locates into, Its shown on some models but not on others. Probably an idea that was deemed unnecessary.

It was fitted along with the matching female part (not underneath but on the side) to hold the folded bar in place. It was a feature used for several years across the board and still appears on stuff like the Ciao.
